Year-to-Date Snapshot of 2023 Anti-LGBTQ+ State Legislative Activity

As extremist lawmakers in state houses across the country continue advancing a record-breaking number of anti-LGBTQ+ bills in state legislatures, the Human Rights Campaign (or HRC) — the nation’s largest  LGBTQ+ civil rights organization — is providing the weekly snapshots to illustrate the hostile legislative climate facing LGBTQ+ people, and the scale and scope with which the ongoing legislative assault is being waged.  

  • Over 520 anti-LGBTQ+ bills have been introduced in state legislatures, a record 

  • Over 220 bills specifically target transgender and non-binary people, also a record  

    • A record 74 anti-LGBTQ+ laws have been enacted so far this year, including:  

    • Laws banning gender affirming care for transgender youth: 16 

    • Laws requiring or allowing misgendering of transgender students: 7 

    • Laws targeting drag performances: 2 

    • Laws creating a license to discriminate: 3 

    • Laws censoring school curriculum, including books: 13

Also, as of last Tuesday, the HRC officially declared a state of emergency for LGBTQ+ people in the US for the first time in its more than 40-year history. A new report released by HRC — LGBTQ+ Americans Under Attack — details more than 75 anti-LGBTQ+ bills that have been signed into law this year alone, more than doubling last year’s number, which was previously the worst year on record.
